"Of all the raids of which I have had experience, this was by far the most dangerous and at the same time unquestionably the most difficult to meet. The most outstanding feature of the raid was that conclusive proof was afforded that, on that occasion at any rate, the defence was powerless to offer any effective resistance to the attack, which successfully achieved its main object. That is to say, the enemy were able to place their fleet in a commanding position over London, in spite of every effort on the part of the defence to prevent their doing so".
